Change a structure from within
Uranus in Capricorn relates autonomy, rupture and innovation with institutions, goals and responsibilities. The proper question is what rule needs to change for a structure to continue serving its purpose.
Innovation with visible consequences
An organization may retain a procedure out of habit even though it no longer works. Coming up with a small alternative, measuring its effect, and agreeing to let other people review it is different from breaking up on impulse. Autonomy needs to understand what supports the system before replacing it.
Risk appears when status is confused with stability or when novelty is used to avoid all responsibility. Changing a hierarchy does not guarantee that the new distribution will be fairer.
The house and the aspects change the expression
The house shows where rules are questioned; The aspects indicate which needs facilitate or strain the change. Saturn, the Midheaven, and generational context add nuance without turning position into destiny.
